Still as controversial as ever despite the genuine benefits it offers, CBD (or cannabidiol) is now more than ever shrouded in legal uncertainty.
To address the lack of awareness regarding its therapeutic benefits and the uncertainty surrounding its commercialization, the UPCBD was founded on June 21, 2021.
What is the UPCBD?
Faced with very vague regulations surrounding the sale and consumption of CBD in France, industry professionals have decided to take action. To that end, they have come together to form a trade association:the Union of CBD Professionals.
This association brings together about 100 stakeholders whose activities are related to CBD, from production to marketing (producers, lawyers, laboratories, tobacco retailers, franchisors, etc.).
The objectives of the Union of CBD Professionals include, among others:
- To raise public awareness of the benefits of CBD
- To keep industry stakeholders and the public informed about the latest news and events related to CBD
- To ensure the quality, traceability, and safety of CBD products through a common charter
- To support the CBD sector and all its stakeholders by presenting a united front against the government’s repressive policies and upcoming new legal measures
- To present new proposals aimed at updating the regulations governing the marketing of CBD
- Conduct scientific research on CBD and its health benefits in order to reestablish its medical efficacy
UPCBD's Initiatives
By joining the UPCBD, members commit to upholding certain values and rules of conduct regardingthe consumption of CBD-based products in a more regulated manner.
Protecting and Educating Consumers
The UPCBD's top priority is to have French professionals sign a charter committing them to guaranteeing consumers high-quality products.
To this end, members affirm their commitment to selling certified products that comply with French and European regulations.
Packaging is also taken into account because it must ensure the preservation and quality of flowers, resins, oils, and other products. It must also include labeling that informs consumers of the product’s exact composition, as well as recommendations for use.
These measures are intended to better inform consumers and ensure their safety when consuming these products.
Guide and support industry stakeholders
The legislation surrounding CBDis far from clear, and the proposed revision to the decree of August 22, 1990—which aims to ban the sale of hemp (cannabis) flowers and leaves—threatens an entire sector that is both very promising and rapidly growing.
The UPCBD therefore intends to continue the fight by bringing together stakeholders in the CBD industry and presenting a united front against measures aimed at preventing the legalization of cannabis flowers and leaves, thereby supporting the establishment of a prosperous legal and economic framework.
It also aims to provide genuine support—whether on an individual or group basis—to all stakeholders in the sector, particularly in legal matters.

Because the CBD industry is booming and is still in its infancy, the UPCBD aims to become a source of information on developments in this sector, including research, legal matters, and all news related to the CBD market.
